The end of the 2023 legislative session is in sight.

Last week several members of the FlaSEIA Board and Government Relations Committee traveled to Tallahassee to make the rounds and talk to legislators about the benefits of solar and the importance of keeping Florida’s net metering law intact. We met with over 17 legislators and the new Director of the Office of Energy. We were able to highlight the significant growth in the solar industry and the significant job creation that the solar industry brings. Many legislators were surprised to hear that Florida is now number two in the country for solar.

We had a productive discussion with the new Director for the Office of Energy, Brooks Rumenik. We discussed many of the exciting things FlaSEIA is doing like the approval of the first solar apprenticeship program in the country and the importance of including solar in the state’s renewable energy goals. FlaSEIA will continue to meet with the Office of Energy as they develop plans for the grant money coming down from the Inflation Reduction Act and the Infrastructure Investment and Jobs Act. FlaSEIA is actively working with the legislature to ensure the Office of Energy has the necessary budget authority to receive and spend the federal funding which is anticipated to be released in the summer or fall this year.

Overall, it was a great two days of relationship building and continued education about the solar industry. Educating your legislators is critical. There are 38 new members in the House who were not in office for last year’s net metering debate. We were able to meet with many of them and educate them about FlaSEIA and the solar industry.

Now on to the current happenings with legislative session.

The end of the 2023 legislative session is in sight. There are 15 days of session until the May 5th Sine Die. Most committees have stopped meeting with much of the day spent in Session on the floor voting out bills. The legislature will now turn their attention to negotiating and passing the state budget. The state budget is the only piece of legislation that the legislature is constitutionally required to pass. The state budget proposals from the House and Senate both top $113 billion making it the largest in state history. Last year’s state budget totaled $109 billion. To bring the budget in for a landing the House and Senate will first have to agree to the over all number. There is currently a $700 million difference. They must also agree to overall spending totals for each “budget silo” for agriculture and natural resources, transportation, education, transportation, and government operations. Currently the biggest spending differences are in education and hurricane recovery funding.

Several policy priorities of the legislature came with hefty price tags like HB 1. HB 1 removed income limits for Florida’s private and home-school vouchers under the Florida Empowerment Scholarship program, making them universal. At an estimated cost of $4 billion this voucher expansion will have significant impacts on K-12 funding and the quality of public education in Florida. Similarly, SB 102, the affordable housing legislation that passed came with nearly $1 billion in funding.

Once lawmakers agree on spending amounts, they will begin to iron out the difference in a series of meetings called “conference”. The budget must be completed and “laid on the desk” for a 72-hour “cooling off period”. The budget must be printed and on the desk by Tuesday May 2nd to adjourn on time.

The CFO’s consumer protection package, which contains additional disclosure requirements relating to homeowners insurance, was heard in both the House and Senate this week. Both bills have one more committee stop before reaching the chamber floor for a full vote. We continue to monitor over 54 bills and all amendments filed for any attempts to make changes to net metering.
