Legislative Update Interim Committee Weeks

The legislature wrapped up their first two weeks of committee meetings heading into the 2026 Legislative Session. They will meet again November 3-7 and November 17-21. Bills are being filed daily and FlaSEIA is monitoring all newly filed legislation for bills that would impact the solar industry. 

Last week, Senator Jennifer Bradley and Representative Nathan Boyles filed HB 193 and SB 200 related to utilities. The bill would create new regulations for the decommissioning of solar facilities. The solar-facility provisions reflect a growing focus on the end-of-life management of large-scale solar energy facilities and seek to ensure agricultural land can be returned to productive use and financial risk is managed. The bill also seeks to give local government more control over facilities by authorizing counties to adopt local ordinances and require financial assurance from facilities to cover decommissioning cost and provides local regulatory authority to decommission facilities if the owners fail to do so.  

HB 193/SB 200 also directs the Department of Environmental Protection to develop, review, and annually update best management practices for solar facility construction. If enacted, the law would only apply to new facilities coming on-line.

FlaSEIA is monitoring these developments closely to ensure the solar industry’s voice is represented.
