2024 Legislative Update & Bill Tracking

The House and Senate commenced session on Tuesday, March 9th – even as tornado warnings were broadcast across much of the state and a storm front moved through Tallahassee. The session will run for 60 days, ending March 8th.
The Florida Senate and the House of Representatives held a joint session, where Governor DeSantis delivered his State of the State Address. The Governor highlighted his leadership and partnership with the legislature and how it has made Florida a better place to live, work and raise a family.
Over the 49 remaining days, the legislature will work to address important issues ranging from expanding Florida’s healthcare workforce and improving the delivery and quality of health care in Florida, to reducing regulations on schools, and investing in the conservation and preservation of Florida’s land and water resources.
So far 1,816 bills have been introduced and we are actively monitoring several bills for impact to the Solar industry.
Both the Speaker and the Senate President made it very clear that that Medicaid expansion is not going to happen, but the Senate President is confident that her robust health package will create opportunities for health-care workforce to include enhancing partnerships between hospitals, colleges, and universities, and make sure that Florida’s medical graduates stay in our state.
Somewhat complex health care bills are underway and will be considered this session.
There will be a “Learn Local” education package that will deregulate public schools in several areas and is a priority for the Senate President.
Property insurance will be an important issue this session in that there are bills to offer assistance in the form of grants or rebates to help people pay their insurance bills. These bills will make changes to Citizens Property Insurance and the way they provide coverage, and also require new insurance companies to have more money coming into Florida.
In the Florida House, Speaker Paul Renner has made social media regulation one of his priorities this session. Bills would require social media platforms to ban minors from creating new accounts, provide better age verification techniques and report issues, make sure platforms make users aware of things like infinite scrolling and autoplay, and ban schools from having social media accounts. Another bill would require companies that make mobile devices to have filters enabled upon activation.
Speaker Renner has also indicated that energy will be a top priority of his chamber this year. Representative Bobby Payne and Senator Jay Collins have filed a comprehensive energy bill that covers many aspects of the energy sector from natural gas and hydrogen to electric vehicles. The bill does not make any changes to net metering. Section 18 of the bill, however, does direct the Public Service Commission to evaluate new technologies and impacts to the grid and grid stability.
Other highlights of the bill include :
- Directs the Department of Transportation and the Office of Energy to evaluate and study the development of hydrogen fueling infrastructure.
- Allows for hydrogen and natural gas fueling stations on the turnpike.
- Requires the PSC to review proposed retirements of any power plant larger than 75 megawatts, including solar.
- Creates an EV battery deposit program which requires the Department of Highway Safety and Motor Vehicles to collect a deposit which will be refunded to the battery owner upon sale or transfer of ownership or leaving the state.
- Preempts local governments from amending land use plans to prevent a natural gas resiliency facility. Resiliency facility is defined as : “Resiliency facility” means a facility owned and operated by a public utility for the purposes of assembling, creating, holding, securing, or deploying natural gas reserves for temporary use during a system outage or natural disaster.
- Directs Florida Department Management Services to establish a Humane Preferred Energy Products list. Energy storage devices greater than 1 kilowatt DMS that “appear to be largely made free from forced labor”. Forced labor is defined as:
1. Obtained by intimidation, fraud, or coercion, including by threat of serious bodily harm to, or physical restraint against, a person, by means of a scheme intended to cause the person to believe that if he or she does not perform such labor or render such service, the person will suffer serious bodily harm or physical restraint, or by means of the abuse or threatened abuse of law or the legal process;
2. Imposed on the basis of a characteristic that has been held by the United States Supreme Court or the Florida Supreme Court to be protected against discrimination under the Fourteenth Amendment to the United States Constitution or under s. 2, Art. I of the State Constitution, including race, color, national origin, religion, gender, or physical disability;
3. Not performed or rendered voluntarily by a person; or
4. In violation of the Child Labor Law or otherwise performed or rendered through oppressive child labor.
